He brings about a range of skills related to development planning, development finance, infrastructure delivery management, operations management, strategic planning, strategic marketing, corporate governance, programme planning and development, construction project management, risk management, and monitoring and evaluation.Bethuel holds a Doctor of Philosophy (PhD), University of Johannesburg – Schools of Engineering and Built Environment (2021), Master of Business Administration (MBA), (Henley Business School – University of Reading, 2011), Master of Social Science in Policy and Planning (University of Cape Town, 1996), and Bachelor of Social Science – Honours (University of Cape Town, 1995).
Bethuel’s current professional interests are related to developing innovative solutions for integrated infrastructure delivery management, leveraging technology (including artificial intelligence)
to drive infrastructure management, climate change and sustainable infrastructure development, long term development planning and growth strategies. His career achievements include successfully implementing a digital transformation programme to operationalize the Infrastructure Delivery Management System (IDMS), at the Gauteng Department of Infrastructure Development and leading the process to develop the GPG 5-Year Infrastructure Projects Pipeline (2020/24).
